I think I heard in a demo video that the number of workflow action buttons on the top of the new issue screen is configurable.
Does anybody know how to do this? I'd like to set it to display 3 buttons instead of the default 2 buttons; therefore, if <4 workflow options are available, the additional drop down "Workflow" button will not appear.
Yup - in 4.1 you do it by editing jira-application.properties file (and rebuilding/redeploying if using the WAR, guess it's just a restart of JIRA if you're using standalone?)
Set ops.bar.group.size.opsbar-transitions to the num of items you want to show (i've put mine up to 8 - they seem to still limit it to the avaialble width on the screen AFAIK, but then I don't have that many workflow transitions available at any time).

We wrote a plugin to do this and believe it's worth it's price if you have a large installation. The plugin provides a drag and drop gui and allows reordering of workflow transitions within a step (reordering workflow transition steps is the next feature in our roadmap for the plugin).

We're currently offering a promotion for folks interested in our CCC Last Comment plugin where we include a free license to Transition Reorder X (what we call it) - had nearly $10K in sales of last comment since the promo went live and...nobody's bothered to download TRX. Strange when you can't even give it away...
To Clarify - this plugin only works with the Server version, not with OnDemand. The plugin does work with Common workflow transitions.
